Since teens Vlad and Radu became the hostages of Ottoman Turks. Living at the court of sultans in Constantinopole Wallachian Princes studied along with young Mehmed, the heir of Empire. The boys learned martial art, policy, languages and much more.
Surely they had some fun besides studying cause Mehmet liked Radu cel Frumos, 'the beautiful', who in that time became famous especially for his eroticism and beauty, thus Emperor invited the boy to parties and with desire raised the cup asking him into his bedchamber. Likewise Mehmet became Radu's passion too cause they spent days and nights with each other.
Turkish Köçek (kuchek) tradition was an inspiration for this scene (Kocek is typically a very handsome young male dancers, who usually cross-dress in feminine attire, for entertainment, mostly of aristocracy).
